Built for Drought Resilience: Proposing a Global Drought Resilience Capacity Index

Built for Drought Resilience proposes a global Drought Resilience Capacity Index (DRCI) to help countries assess their capacity to anticipate, prepare for and adapt to drought. Through a concise set of indicators, the proposed index could help identify strengths and gaps in national systems and support more proactive, risk-informed policy and investment.

Developed through consultations with governments and experts from more than 65 countries, the report provides a starting point for further discussion, piloting and refinement of the approach.

The report was prepared by the United Nations Environment Programme, led by the UNEP-DHI Centre with technical support from UNEP, and funded by the European Union.
