The training manual Drought Risk Reduction in Integrated Water Resources Management provides practical guidance on integrating drought risk reduction into Integrated Water Resources Management (IWRM) to support proactive and risk‑based drought management. It promotes a shift away from reactive crisis response. The manual is structured around three pillars: monitoring and early warning, vulnerability and impact assessment, and mitigation, preparedness, response, and recovery. This manual is designed to strengthen the capacity of practitioners, policymakers, and water managers to address drought risks within broader sustainable development and climate resilience agendas.
The manual is developed by Cap-Net, Global Water Partnership, Integrated Drought Management Programme (IDMP), World Meteorological Organization (WMO) and the UNEP-DHI Centre.
