CREATES – Climate Resilient Eastern African Transboundary Water Management for Environmental Sustainability

UNEP-DHI provides technical assistance to strengthen climate-resilient transboundary water governance and management in Eastern Africa. The goal of this programme is to improve  transboundary water management in support of water security, climate resilience, regional cooperation and sustainable development. The project is funded by the Danish Ministry of Foreign Affaris (DANIDA) and is implemented in partnership with UN Environment Programme and IUCN.

Background

Two priority transboundary river basins will be addressed in this project: the Mara Basin, shared by Kenya and Tanzania, and the Sio-Malaba-Malakisi Basin, shared by Kenya and Uganda. Both basins face growing pressures from climate variability, rising water demand and inadequate transboundary governance arrangements, while offering strong opportunities for cooperation and improved joint management.

Outcomes of the programme

During the inception phase, CREATES will establish project governance structures, engage partners and refine workplans to ensure that implementation is supporting basin-level priorities. Over time, the programme is expected to contribute to stronger institutions, improved cooperation and more sustainable management of shared water resources in the two target basins with sharing of lessons and learnings across Eastern Africa.

UNEP-DHI’s role:

The UNEP-DHI Centre is co-responsible for ensuring the successful implementation of the programme, with particular emphasis on  effective Decision Support Systems (DSS) and capacity building including support to: ​

  1. Improved data and information management systems ​
  2. Decision support systems developed and applied  ​
  3. Climate-resilient water management applied in development and economic decision making​
  4. Climate resilient and transboundary water resources technical capacities strengthened within national and sub national water authorities and institutions responsible for TWM  ​
  5. Development of a flagship online platform established for knowledge-sharing and benchmarking on TWM   ​
  6. Knowledge products and knowledge-sharing initiatives developed and disseminated/implemented ​
  7. Monitoring, evaluation, learning, communication and awareness raising
